obd1 manifold on obd0 B16A
Is there any thing I have to modify in order to install an obd1 manifold on my obd0 B16A? And will it cure the idle problems I have? A mechanic told me that my poor idle was due to all the vacuum lines not being hooked up? Should I run a obd1 ecu also? Also my VTEC isn't activating. If you have any aftermarket brand Intake Manifold that you recommend please do so, all the help is appreciated.

You'll definately need a newer b-series fuel rail and iacv (92 or newer). You can reuse the 1st gen b16 fpr if the hoses aren't kinked.

For your idle problems check the fitv, iacv, bleed your cooling system, and check the vacuum lines.

You can get a p28 or p30. You probably want the p30 since you're in cali. You'll need 4 wire o2 sensor, obd1 dizzy, and obd0 to obd1 conversion harness.

It's a direct bolt-on, you can also use an ITR manifold

That sounds more like a problem in itself. Fix the source of the problem - hook up the vacuum lines...

It's not necessary to convert the motor over to OBD1 just to use an OBD1 intake manifold. Even if you want to, there's a few more parts you would need as eda6 mentioned.
It's a direct bolt-on, you can also use an ITR manifold
