Default OBD-I P07 ECU from VX being used with OBD-II Y5 Head?

I was wondering what would be the reason for an ECU not working with a given cylinder head for a particular configuration. I want to put a D15Z1 ECU and combine it with a D16Y5. I really just want to drive around with the OBD-I ECU, and use the one meant for the car when doing smog checks. Is it possible to have an ECU from an OBD-I car work well enough on an OBD-II to run normally like as if it was on/with the VX head?

Can anyone confirm whether or not ALL of the HXs have 4 wire O2 sensors or if they're like the VXs where they have some that are 5 wire and some that are 4 wire. Because I heard from a tertiary source that they actually all have 5 wire AND 4 wire O2 sensors, just that the 5 wire is before the catalytic converter and the 4 wire is after it.

Aside from wiring issues, what would be the reason why the VX ECU wouldn't work with the D16Y5? The only thing I can think of is injector sizes, and from what I read on another forum, spark plug wires not being adequate or something like that..

Also another thought, what's preventing the use of CX ECU from a '92-'95 with a D16Y7 or even D15B7 aside from the fact that those cars have 4 valves vs. two valves and wiring issues..
