Default ob2 cat better for smog?

hey guys,

i can practically taste my BAR sticker right now. Passing everything but nox at 15 mph. relatively close, like 100-200 from the max. dont have my paperwork with me at work. my question is, i currently have a magnaflow/carsound cat (obd1) on my car. heard that the obd2 would probably get me to pass cuz it's more restrictive when it comes to emissions. any input on this?

car: 92 hatch
motor: jdm h22

and yes, i've changed spark plugs, run it hard before hand, etc. cat is relatively new, but heard magnaflows dont do well at reducing nox. oh, and my timing last time was at 13. will advancing it help at all?
