Default no power to IACV

So I'm looking at a 88 CRX with a D16Z6 Swap. Obd1 swap, problem is car gets to a certain rpm it bogs down. It through a code for a iacv they replaced with a new 1 an still no go. They checked an got no power to the plug. Could it be a break in the wire or possibly a bad ecu?? Also they are running a p28.. I don't want to buy it if I'm looking at a money pit. I know zip about the Honda game

Car idles fine but as soon as ya give it throttle it bobbles
