Default Need help passing WA emissions in '00 Civic

I have a 2000 Civic 4 door with a non-VTEC B18B1 engine swap from a '97 Integra LS. The previous owner put in a PR4 OBD1 ECU and chipped it, has a pretty fuel efficient tune at 37 MPG. The ECU has an OBD2 to OBD1 conversion harness on it, and the OBD2 diagnostics plug is still in the car. I am unsure of the wiring harness that's in the car, I'm guessing it's the OEM wiring harness that was originally in the car. The car has a cold air intake, Skunk2 intake manifold, Magnaflow cat, pieced together 2.25" exhaust with a couple resonators, and a Magnaflow muffler.

They told me at the emissions place that I had to have an OBD2 ECU in it, otherwise it's considered tampering and they wouldn't even test the car.

Which ECU do I need, and do I need to modify anything to get everything working well enough to pass emissions? I've been doing some reading but I'm still unclear about which ECU will work. Do I need an OBD2a P75 for manual tranny?

Yup, since your car is obd2b IIRC, Just fnid a OBD2B--> OBD2A jumper and use a P75 from a 96/97 Integra. Should be good,

one thing i have done in WA to get around emissions temporarily is to go to a licensing place and tell them the car is in the shop for electrical issues and you need tabs until you can get emissions done. you will still have to do it within the next two years or if you sell it... otherwise if you know someone who lives in a county that does not require emissions you can register it at their address and call it good.

otherwise, DC206R already said the main deal on how to fix the problem.

One of my coworkers has been long time friends with a local police officer, and I got a few tips... my step dad lives in a place where emissions are not required. The legal way to do it would be to put him on the registration as well. Ya know, saves paperwork in case anything happens to me. Then emissions would not be required.

Called the DOL today and they confirmed everything to be true. All I have to do is bring in the registration!

So, a tip for us Washingtonians that live in a place where emissions are required, and are running a post 1996 car with an OBD1 ecu... Put another person on the registration who lives at a location where emissions aren't required.
