Manual tensioner, need to know if this part is needed?

Manual tensioner, need to know if this part is needed?
I was putting my manual tensioner on last night and when I was putting this bolt on(pictured in red below) It snapped. So my question is, do I need this part(pictured in green)?
I put it together and it seems to work fine. I wasn't going to use the balance shaft anyways but if that green part is needed, then I will take care of it but If I don't need to, well, thats a plus too.
