if oyu can see your crank pulley wobbling do not drive the car untill you get that fixed, b/c if that brakes it will snap the head off of the pulley bolt and leave the rest of it in your crank with no way of getting it out.

when you are trying to take the pulley bolt off yourself you are using an impact right?

if you are just taking the crank pulley off, then you do not have to redo your timing. I always got my crank pulley off by putting the car in gear, have someone step on the brakes, then take a breaker bar to it until you can get it to budge. As far as the timing cover, my crank pulley rubbed my timing cover too, so I took it off. I know its not a good idea to ride without one, but its been 2 years since I removed it from my DD and I haven't had a problem yet.

so you can use a timing light. the timing belt goes on a gear that is behind the crank pulley, you can remove the pulley without changing your timing at all.

I would recommend using a torque wrench when putting the pulley back on, but as long at its tight enough not to come off you're fine. Also make sure you keep track of the key for the crank pulley when you take it off, they are easy to lose.

You can
A. use a chain wrench or B. Use the special honda tool to get the crank pully bolt off.

I used a chain wrench but just be careful not to hurt your crank pully. A good way to do this is take an old belt and put it on the pully then put the chain wrench on that...
