Default JDM speed governor - how does it work?

I know there is a speed limiter on JDM ECUs. I just wonder how it works - it cuts fuel off at 115 mph, thats what I know. But I also read that after the cutoff it limits the speed to 70 mph for a while (as a punishment :-) Is it true? Do JDM ECUs punish its drivers?

And the second question - is there any other way to de-limit speed, other than buying a full-feature (and expensive) chip?
