Default Jdm d15b and obd2 p2p ecu??? Which ecu is the best to chip and control the d15b...

I have recently dropped a jdm d15b into my 98 honda civic. I have meshed the obd 2 p2p ecu with the d15b with no check engine light(it took a while). The only thing is it still won't rev passed 5000 rpm, right when vtec is supposed to engage. I can't figure it out!?!? i went over my motor over and over and over again, and the only conclusion i have drawn is that the d15b will not function properly with the p2p...any suggestions?

With that said which ecu would be the best to chip and control the Jdm d15b?
