ok so to help you guys as much as possible , i live 5 min away from LATTC , (bar'd station) the first time i went i asked regarding JDM engines they said you just gotta contact the station you going to so they could spect you with a Jdm engine. some of the stations are some what cool about letting stuff pass by some are not. You are better off contacting someone directly from that station. Regarding the jumper harness, so there's no way they accept jumper harness , i asked and they said NO, cables hanging or missing not acceptable , they will fail you in the inspection**** note , make sure you clean your engine they seem to doubt is there's oil leaking **** hope it helps in some how and good luck

Legacy.
Once upon a time, we couldn't measure emissions easily. For air quality, laws were passed making only approved parts and swaps legal. This is where the BAR inspection for a swap comes from, to verify that you put the engine in correctly, used all the right equipment, etc...
These days, we can (and pretty much do) smog check every single car, yet the laws from before still exist.
The rational solution is one or the other, either list what can and can't be done, or mandate what can come out of the tailpipe. Doing both creates this absurd situation we currently have. But, a politician would have to both be rational and have an incentive to do this, and since the current laws create jobs (BAR ref is paid by the state) none of them will.
Are you really asking why they do the job their paid to do, which also happens to be a job with the exact duties written into law?
