idle surge on h22 in civic vx

idle surge on h22 in civic vx
ok, read all searched all..now need more info.
it starts and idles fine for about 10 mins, then will just start to surge.
If it does n9ot surge, as soon as i move off and stop and let car idle it surges.
No vac leaks/p13/egr hooked up/one nipple on Intake Mani capped/...
checked radiator fluid..that's fine. Umm...not sure what else to check for...

plugs? dizzy? coil? a couple weeks ago a little water got in around my plugs when i was cleanin my engine and it made my car crap out..
