You have to run a check on the block stamp... a good way to know if it's hot is to see if the blockstamp has been sanded off 
I doubt you could do it with a JDM B16A because if it came from Japan chances are a) no one's going to be looking for it here and b) they don't keep registries from Japanese cars here in North America, so don't worry about it.
