what ecu should i use for an h22a4 in a 1998 accord

You have 2 easy solutions...... either find and use a 96 P13 ECU (no immobilizer problems, unless you can find somebody who can disable the immobilizers in OBD-2 ECUs, then any 97-98 P13 will work), or convert your car to OBD-1 with an ECU harness adapter and run an OBD-1 P13. If you positively have to, you can use your Accord distributor, wire up the external coil, and run off of that but one (maybe 2) leg on the distributor won't line up, but that's a hack job way of making the distributor fit & work on the H22 head.
