Default GSR swapped civic o2 sensor issue

Hi there I am having trouble with getting my 99 GSR swapped civic to pass inspection from my primary o2 sensor not working properly. I wired in my secondary o2 sensor in without any issues but am having problems with the primary sensor which I believe to be the wiring in the harness so I tried wiring it from the sensor directly to the ecu and am getting (code p0133). I have tried 3 different o2 sensors including a new one with less then 500 miles on it. I was able to get 46 miles on the car before the cel came back on. I am using a EM1 harness with the p2t obd2b ecu. I have my 2 black heater wires wired into C1 for the heater ground and the other into B1 for the 12v power. The blue signal wire is in C16 and for the white one I put that into C18. If anyone can help me figure out this issue if I have my wiring the wrong way please help me out.

Check for an exhaust leak near the primary O2 sensor.

When you pull the sensor out, is it white or black?

You probably have something else going on then. Check your timing. You're running rich for some reason and ecu is going, "hey bro, your o2 is soaked yo."

what car, what cel BEFORE the primary o2 sensor rewiring, etc...etc..

The car is a 99 civic cx and the cel before the rewiring was the same po133. I am running a stock obd1 header with a cat and that's it becausemy yonoka catback won't bolt up to the car since the civics have the cat on the header. I have seen the causes of the po133 code being exhaust Leak but the only leak is out the cat which is after both o2 sensors. Can that be causing my cel to keep coming on because I am not running a catback?
