Ask your local ref their the ones that will be the final word any how, if not what are you going to tell them "but Honda-Tech said it would pass."

This. Provided the motor is from a car of the same model year or newer, and assuming you have the correct (by Honda's standards, not by "well it works" standards) ECU for the motor, and assuming all emissions and safety equipment is hooked up and functional, it should pass. I'm not a smog or BAR ref, though, so you need to check with them to be sure.

Or, an even easier idea - tell the current owner to get the car BAR'd and smogged before you buy it, then you'll know for sure.
