Default F20B Head Stud Fitment issue

I was installing my head studs today on my engine and noticed that one of them sits lower than the others when threaded in, and that the position that the lowest one sits at matches where the OEM bolts sit when I thread one into the hole next to it. It is the rear middle hole. Is this normal for this engine or H/F series blocks in general. Someone had told me that I need to chase all the threads but I find it odd that there is only one that sits that low.
