What type of ECU?
If OBD1, the data port under the steering column will not longer help you since that is OBD2 specific. I am surprised that jumping the connector does nothing though.

in the original post i said it is a chipped and socketed p28 which is obd1 i know the data port wont do anything, i think its a problem in the tune but i dont wanna tun the crank position sensor monitor back on because i dont wanna hunt down a jdm distributor to replace the crank sensor... unless there is a usdm spec distributor that will plug right in and cause no issues....

I simply bought a replacement distributor for my jdm h22a swap from rywire. It is sitting in my garage brand new just in case something happens in the future. :D
