-- If you wanna make life easy on yourself, (depending on what year your EK is) I highly suggest you run a 96-00 EX or 99-00 Si coupe engine harness, to save you heartache on wiring. All will be plug n' play if you use either of these engine harnesses.

-- if you wind up using an EX or Si engine harness, you don't have to wire anything at all, even when you use the Skunk2 harness & P28 ecu...all will plug n' play. The EX or Si engine harness is the key.

-- wtf is an obd1 code cheat? its no damn video game!

oh ok, well here's an OBD1 check engine light :

As for the wiring, since you own a 99 EK, you'll want to use either a 99-00 Si or EX coupe engine harness. You won't have to change the distributor on your 98 ITR engine, it will be compatible with the 99-00 Si/EX engine harness.
