Default choice of ECU for EK to B20 swap, emissions issues...

I have a 98 civic and I considering a B20Z swap (OBD2a to OBD2b). It is a daily driver so it must pass emissions. I am having concerns about the choice of ECU from an emissions perspective.

The concern is that in order to meet my state's (Utah) emissions standards I must use the ECU that came with the motor.

A read one post where it was stated "...the B20 ECUs will work in a civic", but I do not see ANY EK to B20 builds that used a B20 ECU. Add to that, I have also read on a related post: "...dont use the b20 ecu either, its for auto trannys, car wont start. Just use a p75."

The question is, how likely am I to fail emissions inspection (visual inspection plus ECU query is the standard procedure, no tail pipe test, no dyno) if I install a p75 ecu? Having never tried to get a swapped vehicle to pass emissions, I do not know how obvious it is to the inspector that I am not using the same ECU that came with the donor motor.

Any perspectives appreciated!

do they physically check to see what ecu is in the car? that's the only way they would know what is in there, as these early obd2 ecus only give up the bare minimum of data that is necessary through the obd port.

The B20 ECU will work they're just not the easiest to come by. You have to use a 5 speed ECU from a USDM car.
