Default Car won't start...No voltage at ECU

Car: 99 CX Hatch
Motor: 00 USDM H22a4
I installed my Zeitronix WB02 sensor today and soldered all the ECU connections. I went to start my car and nothing happens. Won't even turn over. I have power getting to the accessories. There is no voltage when the key is in the ON position at the main power pin at the ECU. What fuse controlls this connection?

I have checked all the fuses under the hood and all are fine. I looked over the chart for the interior box and none would make sense to cause this problem.
