Car won't rev out
I need big time help with an issue.
my car isn't revving past 6800...at first i thought it was a vtec issue, and as it turns out it isn't. It revs to 6800 even in neutral. motor is 00 euro r h2b in a 93 bubble so i did the obd2b to obd1 engine conversion. i'm still using the obd2b dizzy and i'm pretty sure its wired correctly. i have no idea what could be wrong.
i have no cel
oil is good
timing is good
ecu is good, its a p72 on s200 btw.(tested it on another car and revs out fine.)
compression is 240 across the board.
i've searched for 3 days before i posted this. all topics lead to nothing, and nothing has a resolving problem. any leads would be great, thanks.

i cut j1 to see if my map was [freak]ed, but its not. revs to 6600 or so, put in a ls computer and revs to 6000, it cuts me 1000rpms short. why?
** EDIT ** forgot to mention that it runs dumbbbbbbbbbbbbbbb rich, like i see the needle going down as i press on the gas, i don't know if its running weak cause i never had a chance to fully drive it, but it does feel very strong. i know this is a limp mode act that it put inseld into but i have no idea what set it off.

if you are under 10mph you will not engage vtec. so if you're in nuetral or your vss isnt working you will have not vtec. And also i have a stock p13 and if i rev it up in nuetral wile im not moving it wont let me rev past 6800 rpm either. once im moving its all good tho

vtec hits when i drive. there is no sputter bogging-nothing its a very nice powerband and then bam a brick wall. car runs very rich, the needle actually goes down if i stomp on the gas.
the car is very well warmed up to normal operation temperature
i have no cel's at all

actually with my p72 with j1 cut i get codes 41 (o2) and knock sensor. both these codes arent a reason i'm revving so low.
on the ls computer that i have i just get a o2 code.
thats it and thats all..
i checked my timing and its on point, couldn't get any better. im so stomped on what this could be

perhaps my car doesn't know I'm moving? my vss is working..mph go up as it should...
but if I put my p72 on an ls hatch it revs up to 8200 no problem...
I don't have a vtec pressure switch but I did the bypass by connecting a skywire from a4 to d6...but I read I should ground out the vtps straight out the ecu...but vtec hits either way...ugh...i can't figure this out haha
