96 engine is obd-2, therefor you need to convert your car to that 
Im not sure about the cat but I think obd-2 run on 2 o2 sensors. I could be wrong though.

No theres one in the header, then one in the cat. I am not talking about the actual structure of the cat, but of its smogging qualities. My car is ODB2, i just here the cataylist is different, or they inspect it super heavily when they do.

This is the only thing holding me back from BAR cert. either a 49 state OBD2 cat or the cali cat. its only 200 bucks more

they will for sure pass the CA test station smog centers i can tell you that much!

never tried it with the bar cert but i do not see why it would not pass if it passes with a local station what would be the difference?
if all else fails just leave a few $$$ on the dash and hope he gets the hint lol
