How do you define "safe"?
The chances of the stock B20 shortblock living at 9000rpms is doubtful. You should look into building the internals if that is your desired goal (a high rpm engine).
**edit: not always doubtful.....true, true but he was asking safely rev at 9K+ rpms. Would I trust it? No way in hell I would, especially driven hard.**

it's not always doubtful and to clarify on building the internals....
The bottom end needs aftermarket pistons, sleeves, well-balance crank, block girdle (Z10 block girdle).
Of course you need the internals in the head need to be upgraded...valve springs, retainers, good set of cams......yada yada
And hondata.....

No, you need strong/light rods and pistons to rev that high. Unless you have some crazy cams and really good headwork you're not gaining anything by revving past 8800. If you are staying natural aspirated you don't need sleeves. Good rods should come with good bolts already. Eagle rods and JE pistons, have the block honed (not bored), then new rings.
