so im hookin up my engine harness(dx) to my b20b and im using the b20 throttle body. well i know i need to do the iacv plug change but on the b20 throttle body the area where the iacv should be is blocked with a plate. do i need one or can i get away without using one?

there is no IACV on any B-series throttle bodies, nor do any B-series engines use a 3-wire IACV.
Only 96-00 CX/DX/LX/Auto EX civics have an integrated 3-wire IACV on the throttlebody.
It sounds like you need to make the required mods to your DX engine wire harness in order to be compatible with a B-series engine.
In this case, you need to do the IACV 3-wire to 2-wire plug mod (and ecu pinout mod) so you can utilize the B20's IACV which is located on the backside of the intake manifold near the throttlebody.
This information can be found on my techsite here:

Look under 'ecu & wiring tech' and you'll need to know what year your car is in order to know which OBD2 type you have.
96-98 civic = OBD2a / 99-00 civic = OBD2b

I'm guessing you own a 99-00 civic eh?
What you need to do is get a hold of the engine wire harness side b-series dizzy plug or a 96-98 civic dizzy plug, color match the wires to their respective pinouts and that should be it.
