Default b18cR into EF: run in OBD0 or OBD1

if I went OBD0, I would use a Mugen chipped pr3 and all my b16 electronics (distributor, injectors, sensors)

OR

convert the car to OBD1 and use a PYR chipped p28 and use the b18cR electronics (distributor, injectors, sensors).

Which setup would run better for a mild NA buildup (i/h/e, flywheel)?

For a mild setup, your best bet is to use an older (pre-2000, I think) JDM ITR P73 ECU. This ECU is basically like a 1992-1995 ECU with OBDII plugs. Since it uses only a single four wire oxygen sensor and does not have all the extra OBDII sensors, it is no harder to wire into your car than a chipped P28, P30, or P72. Plus, it is set up to run the motor properly right out of the box. This means that you can put off tuning until you can afford it.

i can't run an ecu with obd2 plugs unless i convert the car to obd2. i would be unable to plug wires into the ecu (no connector).

thats correct but this is where a obdo to OBDII harness converter comes in handy. then all you do is rewire/replug the ITR distributor, run the vtec wires, 02 sensor wires, (injectors are optional - you can run 90-1 type with the resistor pack)
temp sensor (on thermostat) ...

does anyone make obd0 to obd2 harnesses?

would the stock jdm p73 ecu run better than a pyr chipped p28?

I just think that with the p28, there would be many progam chips to pick from.
