Default b18C5... is it obd1 or obd2?

I'm not sure what year they made the type r motors in japan, but something gives me the impression that they are obd1. was wondering how a 98 motor could be a obd1 but i guess maybe japan has different laws or maybe i misunderstood somewhere?

Honda never made a OBD1 ITR. B18C5 is the US version of the ITR anyway. JDM ITR is just called B18C.
