Default B18C1 Swap Idle issue

So im completely done my B18C1 OBD2a swap (96 EK Hatch), fixed every issue except 1 at this point. When i start the car it idles at 1500 and slowly climbs to 2000ish. Once its warm if i turn it off and on again it will idle at 1000. Then while i drive around if i press the clutch in it will "idle" at 1500-2000 until i stop, then it will idle at 1000 again (if its warmed up).
  1. Car has 0 CEL's
  2. Ive tried 2 IACV's one in which i cleaned very well
  3. Ive wired the IACV directly to the ECU
  4. Ive multi-meter tested the TPS and its good.
  5. Ive sprayed brake cleaner in search of a vacuum leak
  6. when i put my finger over the hole in the TB partially i can get the idle down to normal, if i cover the hole completely the car will die out.
  7. Ive bled the coolant system several times
  8. Motor does not have a FITV
Wondering if anyone can think of something else i can check, im running out of ideas :/

^ I second that it's sounding like a vac leak. I've always just used smoke to find em.

Good luck.
