Default 98b18b1 running on p2e?

Hey guys my first post here ,read a lot on forums about building hondas and LSV setups over the last few years, so thanks for all that good info. but when it comes to wiring and ECU work i have limited knowledge and experience.

I bought this car already swapped and really want to get it going good and e test well. im in ontario canada so has to pass the driveclean test which is basically it cant blow and engine codes or anything big anyway.

Here are the specifics

the car Is a 97 civic CX with a 98 b18b1 swapped into it (ill state now i really dont know whether its obd2a or obd2b honestly not sure how i can tell). The ecu is an obd2 P2E which to my knowledge is a problem I guess because that is a single overhead cam ecu no? It seems to run rich, and blow an o2 sensor code and P1509 iacv circuit failure. It idles pretty solid unsure of range as no tachometer wired in but seems OK. When takin up to about 1500rpm it seems like a misfire or vac leak (can take a video but im guessing its the iacv issue causing this possibly a short in the 3-2 wire setup?).
This is my first Honda and haven't had much time to work on it due to painting other cars. But it does seem to run half decent other than running rich and spitting some fuel and this rpm stutter with the iacv. Could I change to a p75 or b18b Ls chipped ecu and be good to go or would my harness need work? or do a p75 thats obd1 with a jumper inbetween my harness and ecu? also i know the iacv code im blowing is likely wiring, im doubtful that replacing the ecu even with the correct one would fix this but any advice or guidance on what to do ECU wise and the iacv issue would be much appreciated.

at this point i dont care much about the etest, i will run obd1 in an obd2 car, they will likely test it under "Hot Rod" because its not a stock engine and give me a conditional 1 year or something but it needs to still run half decent for the test. thanks and cant wait to see what info i get here

The IACV is because thd P2E looks for a 3 wire and you have a 2 wire. The o2 is probably the secondary 02 because you don't have one probably. The OBD1 P75 should take care of both codes if the IACV is wired correctly.
