98 Honda Wont Revv Past 4k
I have a 1998 Honda civic with a B16A swap(100k plus on motor, 70k on car) and it won't revv past 4k rpms. It's got a skunk2 intake manifold, AEM intake, type r rep headers, blox racing cams. Phearable ECU P28 with ODB0 to OBD1 jumper harness. Recently replaced IACV, TPS, Map, and an o2 sensor. Only running 1 o2 sensor(precat). I think I've ruled out limp mode. It doesn't cut fuel and/or die down. Timing is set good at 16 degrees advance. Engine is feels very healthy and all cylinders have 130-140 compression. It feels like the revv limiter is set to 4k. If the phearable ECU has a 2 step setting, how do you turn it off? If it's not 2 step and it is in limp mode, what do you guys think will get me out of limp mode? There was one time about a month ago I was driving it and it all of a sudden let me revv past 4k. But shut my car off to put gas in, turned it on and wouldn't let me revv past 4k again. Thoughts?

Does your CEL work?
Is the ECU chipped or does it have Chrome/Neptune/Hondata? Where did you get the jumper harness? There have been many problems with the cheap harnesses off eBay. Also, why to OBD1? Your Civic should be OBD2
If your speed sensor is not sending the correct speed to the ECU, it will not dissengage 2 step.
Is the distributor OEM or one from Autozone/O'reilly's? I have not had good luck (nor my local tuner/builder) with the remans.
