Default 97 LX CIVIC W/ 97 B18CR SWAP REV LIMITING AT 7000 NO VTEC

I recently swapped a 97 JDM B18C Type-R P73 ECU OBD2a, into my 97 Civic LX D16Y7. I modified the stock D-series harness to work with the swap. I used a VTEC sub harness from JHPUSA.COM, and made sure i had a complete circuit with proper resistance in the VTEC selonoid, and proper wiring of the sensors, also wired and tested the knock sensor. The only issue I found with wiring to the ecu, is that the pin slots on the harness's' ECU connectors have no internal pin locks where the harness's connector didn't have wires originally. I get continuity between the hole for the ECU pin and at the back probed VTEC selonoid signal wire at the ECU connector, but wanted to know if someone knew anything about the issue or non issue of the spring locks actually making the connection to the ECU pins? And the second issue is while trying to calibrate my TPS, the throttle closed voltage was 4.4v, and throttle open voltage drops to .49v??? The motor is very healthy other than a 7000 RPM limit, and no-VTEC. I have a CEL code 21 that I cannot reset even using the proper reset methods, and code 21 is the only code shown. I got another P73 to test with. The new ECU is a P73-013 98+ spec, and the original is a P73-003 96+ spec. I get the same non reset-able code 21 with no VTEC, and 7000 rev limit. I want to keep the car OBD2a, and I'm running out of information, and money. I don't know if I should start looking at the dizzy, or what? Wont a bad primary O2 sensor cause issues like this? I don't have a CEL for the O2 sen, but I don't know, maybe?. I've taken care of everything pertaining to the swap with limited issues on my own, with this being the one thing I cannot figure out. What can make a CEL VTEC 21 code instantly turn on after reset methods were used, and the key in RUN, but the engine is off? It does this with both ECU's, and it seems like the ECU's are seeing something before the engine even starts. I haven't been able to find a scanner that will pull codes yet, but maybe someone can help me out with what I've listed already? I know my answers out there, but I can't find it, and I figured I'd ask. Thanks in advance for any help givin.

Decided to post here. I have a 99 civic si and I swapped a supposably 97 jdm b18c r motor. I also
Purchased the jdm ecu so I have no codes at the moment. But when I crack vtec it feels like its not
pulling the way it should be. Vtec cracks loud im just worried that the guy I bought it off sold be a gsr.

im having the exact problem with my 2001 LS with 96 spec R swap... change sparks wires, oils, clean the vtec filter... also runing a p73 ecu came with the motor... rev to 7k no vtec LET ME KNOW ASAP!

well its 2:37 am, and i decided to just do what i thought in the first place...which is the wire might have been hooked up wrong to the solenoid. so i rewire it, and now the CE is gone... when i put the pin back in trying to see if any codes comes up, the CE just stays on. no blinks. Then i turn the ignition off, and took the pin off, my CE is off, was really goin gto start it and test drive it but, its 230am didnt want to wake the neighbor. "OR my question is, what does it mean when the CE lights just stays on with no blinks? am i celebrating nothing here? lol...thanks ahead!
