Default 97 LS in 96 EX IAC or FIT valve question PLEASE HELP!!!!

my car idles really high when you first start it at like almost 3k but then when it warms up it goes down and then bounces around between 500 and 1500 up and down. Now from the research I have done this looks like a fast idle thermo valve but I read somewhere that an obd2 integra does not have one. I have a 97 Integra LS engine if it doens't have one could the IAC Valve cause the same exact problem? I tested the TPS and by my manual first you testto see if it is at around 5.0 Volts which it was then you switch to a different wire the middle one on the connector I think black and red and it should read .5 Volts and smoothly increase when the throttle is increased to 4.5 Volts I did this test with the engine off and keys out of the ignition should the engine be running or should I have the key turned to aux? when I tested this part I got absolutely nothing just millamps that went all over like nothing was even connected. I hope that this TPS isn't the problem because then I would have to replace the whole throttlebody correct? if not any ways around it?? I don't feel like dishing out another like 2,3 or $400 for a new throttlebody after my swap. Please Help!!!!!!!!!!!!
