95 civic no injector pulse
The car is a 95 civic h2b swap
Injectors are not getting pulse. They have 12v on both wires. Injectors are low impedance at 2.5 ohms running a resistor box. All grounds have been cleaned and tightened. Tried 2 different ecu's, harnesses, main relays. A7, A8, A23, A24 ,A26 and B2 have continuity to body ground. A1, A2, A3, A5, A21, A25, B1 have power. Any input appreciated

Forgot to mention I am getting spark and car will start for a second or two then shut off. Pump does prime and builds pressur.

Things to check:
1) Dirty/clogged injector screens. Check and clean them. Also, The injector pintles may be seized... gently push each one to make sure they move.
2) Wrong fuel line to feed the rail on the H22A engine. You said it builds pressure... is that because you hear it prime or do you have a gauge on the fuel filter ??? Better yet, a gauge on the fuel rail ???
3) If the above all checks out, then you likely have a wiring problem. To be sure, you could try an ECU from a "KNOWN GOOD RUNNING CAR" just to see if yours starts and runs... but it is unlikely that the TWO ECU's that you have already tried are both bad. If wiring is suspected, remember that 12v+ power should be coming through the resistor box and on to the injector clips. The other wire at each clip would be the ground side at the ECU. Check continuity between each injector clip and it's appropriate location at the ECU.
If I was a betting man, I would look closely at suggestion #2 above.

1) the injectors will spray if you manually ground them
2)there is a gauge on the rail reads about 45psi, I also removed the rail and forgot there was still pressure so I ended up getting fuel everywhere
3) I've tried 1 known good ecu and still nothing, all injectors have 12 volts from the resistor box all the way back to the ecu. The ecu just doesn't ground them for some reason, I know for sure it's not getting pulse because I checked with a noid light and nothing. Car will run if you put a little fuel in the injector ports
