Default 1992 CX/jdm d15b

I just bought this car with the swap. I need to know if all 4 wires are going into the ecu. because the signal wire that my A/F gauge reads off dosent go in the ECU, the kid only had it running the gauge. and the car with the CX tranny feels slower than my 95 DX D15B7 non vtec. Shouldnt the VTEC-E motor if wired right pull harder, cause I only hit 17.9 at English town>thanks>

VTEC-E pull harder than D15B7 No
VTEC-E designed for MPG efficiency

if this is VTEC-E it is not d15b it is d15z1 and no the vtec is for feul economy wich is very pointless to go into vtec and then come out of vtec before shifting
