2013 Ruckus won't idle
 
This past weekend I bought a used 2013 Ruckus and have been having some problems getting it to run correctly. It was garage kept, in more or less perfect external physical condition and only has 1200 miles on it. I think the main issue with it is that it sat unused for long stretches of time. There are two things that I would love to get some advice on. The first is that the bike won't idle for more than 15 or so seconds before it shuts itself off. A lot of the time it won't idle at all and will shut off as soon as I come off the gas. I replaced the spark plug and battery and drained the gas tank to give it fresh gas (the gas that was in it was obviously very old and smelled of turpentine). I took the bike apart and looked at the carburetor but it looked pretty clean. Any thoughts on what the problem might be? The second part of this, and it may be tied to why the bike won't idle, is that the coolant reservoir was filled with thick, tan oil. I drained the coolant in the radiator and it came out clean, but the reservoir had a honey like oil in it. Has anybody seen something like this before, or know what might have caused it? The fact that the coolant in the radiator was clean makes me hopeful that the engine is not damaged, but I can't imagine how the reservoir was filled with oil like that. Any thoughts or advice will be greatly appreciated.

Have you verified that you're getting gas to the carb?

We ended up taking out the carb and letting it soak in carb cleaner all night. We put that back in and also replaced the fuel pump, air pump, and air filter. It idles great now.
