2012 Ruckus No Start Conundrum

2012 Ruckus wont start. Turns over with starter button but does not fire. Pulling throttle changes the sound but does nothing. Doesn't matter how long this goes on for, still doesn't want to fire up. Kick starter does not start it up either. Any ideas?

-Confirmed getting fuel- pulled fuel line its flowing.
-Confirmed getting spark- pulled plug, grounded, sparks when turning over.
-Cleaned carb and jets
-Reset ECU
-Kill switch in correct position
-Brake lever is down
-fuses are all intact


Replaced:
New battery
New gas tank
New gas
New fuel filter
New fuel pump
New spark plug

Any ideas or next steps?

Problem could be electrical, check your ground wires for solid connections.
Possible the ECU is faulty? (it controls the kill switch functions)

Thanks! Turns out I didn't clean the carb well enough or it was so gummed up so bad it wouldn't unclog when i wire cleaned it. Replaced the carb and it runs well! Thanks for the info!
