Why would my radiator fan be doing this?
I just bought a 1996 Prelude, and the car overheats after 15 or so minutes of driving. But, at no point does the radiator fan turn on. However, when you turn the car off the fan goes on and stays for a couple minutes. What could be causing this? Also, why would it be overheating so quick? I know the obvious answers, but I mean, is it common for a certain cooling-related part to go out on these cars?

most preludes have two radiator fan switches. one for when the ignition is on, and one for when the ignition is off. seems the one for when ignition is off is working fine, but the one for when the ignition is on is not working correctly. could be a bad switch, or bad wiring.
I suggest doing a quick google search for the pdf service manual, and use the troubleshooting guide in it to find the exact issue.
I have the manual in pdf form I might be able to upload later today, or could possibly post screenshots or something. I'm at work currently though and dont have enough time at the moment

make sure the lower radiator hose is getting warm when the car overheats or the thermostat is bad which will also not allow the fan switch to turn the fans on
