I think you're missing the point, no offense. The fact is, it's not overboosting. Everything on the dyno chart, including the boost curve, is completely normal. Zero signs of any issues at all.

any other opinions

We can't go much higher than 15 psi before we experience overboost... So yes...... we ARE for the x amount of times OVERBOOSTING and yes... still looking for what possibilities could cause overboosting.

Nobody is going to tell you anything different than I already have.
You still haven't stated why you think it's overboosting. Please, in your own terms, define the word "overboost", just to make sure you're actually referring to the correct thing here.
