Default H22A Timing

after jumping the service connector, what should i be looking for on the flywheel while the car is running with the timing light, am i suppose to match up the TDC mark on the flywheel with the pointer on the block?

the flywheel has a mark on it at 15 degrees BTDC, thats what you line up with the pointer

okay while the car is on and the service connector jumped, only mark i can get to line up with the pointer is the white mark, by turning the dizzy all the way clockwise, and and when i rev the car up for 4K rpms, i can see the 15 mark....so do i need to re do my timing?

the way i did my timing was...i lined up both arrows on cam gear to point up while the lines on the cam gear point towards each other, the arrow on the crank gear is lined up with the pointer on the oil pump, then i lined up both balancer shaft gears where they need to be point, put everything back together, jump the connector, check timing and can only get the white mark to line up with pointer i've redone my timing about 5x and the same results everytime........

also if the balancer shafts were to be off, but the cams/crank timing was right on the dot....would it still throw the timing off?
