Front Upper Strut Tower installation problem

Front Upper Strut Tower Bar installation problem
Ok....here's the piece I want to install:
Here's the problem: It doesn't attach to the strut tower bolts. Instead it attaches through the two small holes closer to the firewall. But the holes are partially obstructed by the strut tower cap piece, as you can see here.
I've thought about this for a few days, and all I can come up with is 2 possible solutions. First, drill 2 different holes a little closer to the firewall to clear the cap piece. Second, cut grooves in the cap piece to look something like this:
Any helpful suggestions would be greatly appreciated. For the record, suggesting NOT to install the part is NOT helpful.
