dead starter or battery.
I was cleaning my engine bay with some carb cleaner and then car will not turn over. I had the battery disconnected when i did this. when I reconnected the battery the car will not turn over. I hear one click and then the car dies. I disconnect the battery and reconnect it and the same thing happens again. After the car clicks once there is no power to the entire car. What could this be? the starter or the battery? I will try to jump start it with a buddies car.

All you used is carb cleaner? No water? It sounds like something is shorting to ground or has no ground.
If you did use water, wait a day and try agian.

Start testing the connections on your starter and you can figure this out pretty quick... Big wire is constant power from battery and the small wire is the signal wire which should jump up in voltage when you turn the key to the 'start' position.

Neither.
Your battery cable terminals are loose or not making good contact. And it isn't due to your cleaning the engine bay, but moreso just due to disconnecting the battery.
Try squeezing them slightly with a pair of channel locks to ovalize the cable terminals, then reconnect them to the battery. That should give you a more secure connection. They should be tight when you tighten the nuts; you shouldn't be able to move them with your hands.

Re: dead starter or battery.
It was the cable terminals. I didn't check the one under the red cover, that one was loose. Thanks for all the responses.
