Default 97 Prelude cooling fan not working

does anyone know what is wrong because I have a 97 Prelude and the cooling fan and the a/c fan aren't working. I tested the fan, but that seems to work but when the car is on, it doesn't work. the car overheats, and i'm pretty sure its not the fuse either. Any help?

If you hook the fans directly up to the power source and they work, I would suggest the fan temp sensor.
