The point of 49cc scooters? I thought i didn't need tags.

The point of 49cc scooters? I thought i didn't need tags.
I was under the impression that 49cc scooters were basically considered bicycles, as in, no plates, registration, insurance, etc. Now i've found out i need all these things. So my question is: What's the point of getting a 49cc scooter instead of something bigger? Is the only difference that i don't need a Motorcycle license?

As long as you don't ride double on a scooter (49cc) here in Michigan, you don't need any of that ****.... That's what the guy selling my friend one said anyways.
