97 Magna wont start

97 Magna wont start
Bike battery fully charged. Turned key on. All the light came on. Went to hit the starter button then everything turned off. Put a volt meter to it says it has the proper volts. When I turn the key on it goes to zero volts. All fuses are good. Any Ideas?
