Climate Control Blowing Hot

Climate Control Blowing Hot
Hi,
I have a 2005 Honda Jazz (Fit) 1.4SE Sport with a screwed up heating/climate control system.
The outside air temperature reads a constant 55 degrees C, which is pretty good for Yorkshire!!
The system blows hot air unless set on Lo with the air conditioning on, which then blows cold air as it should.
As soon as the temperature control is raised, i.e. to 16 degrees C, the system blows hot air even if the current air temperature is in the 20's.
The blower speed operates normally and can be switched up and down.
Does anyone know where I should be looking to resolve this fault please? Is there another control unit in addition to the climate control unit, and anyway would this explain the outside air temperature readings?
Are there any on-line service manuals which I could access?
Sorry for all of the questions, just hope that someone can help me.
Thanks
