Default Unplug VTC car runs

Hi Everyone. My parents have a 2005 CRV with 220k miles. My Dad came out of work and when starting the car it suddenly had a rough idle and wouldn't stay running unless fondling the throttle. I pulled the codes and found a P0341. It looks like the service bulletin recommends to pull the valve cover to check the timing when cylinder 1 is at TDC to rule out a stretched timing chain. I was examining the wires to the VTC actuator and decided to unhook the VTC harness and attempt to start the car. The car would actually remain running (pretty smoothly), but would instantly die when I would plug the harness back into the VTC.

I removed the VTC actuator and the screens look good. Does anyone know a good way to test the actuator? Thanks again.
