A brake flush is essentially replacing the brake fluid. The general procedure is to remove most the fluid from the brake master cylinder reservoir, then add new fluid. Then bleed each brake line at the calipers/drums until the old fluid is replaced with the new fluid (changes color) and large air bubbles are no longer in the lines.
The recommended brake fluid replacement interval is every three years. Most types of brake fluid is hygroscopic, which means it will absorb moisture from the atmosphere.
