I'm guessing you're talking about the wheel studs (the four threaded thingies you put the wheel on, when you see the other end of them you'll understand why they aren't called bolts).
In that case you will need to remove the hub. Since you said drum, I take it you're only concerned with the rears. So removing the rear hub is at lot easier than the front. At least it is for an Si/disc car, it should be the same for drum...
Basically, take off the braking components and pry/pop off that metal dust cap in the center of the studs. You'll find a nut under there, take that off and the associated pieces (I recall a ring washer or something) and the hub should come out. Then you press or knock the studs out of the hub. Reverse to install.

Press, as in use a hydraulic press to take out/put in the studs (the proper way) out of/into the hub.
Knock, as in some people just take hammer or baby sledge and knock it out. And then use a washer and the lugnut to pull the stud into the hub. (the "ghetto" way)
