What is this?

I am trying to help a friend diagnose a no start condition on her 91 Civic DX automatic with the DPFI engine. I changed the battery and this broke off the positive terminal. It is some sort of fuse block with two fuses. Can anyone tell me what this is?

trace the wires and see where they go... never seen anything like that on my stock dx

it ain't OE
probably someones attempt at wiring an amp?
trace it, when you think you've the other end, check it with a multimeter.

it might go to an old alarm system... or mabye the reason why its not starting is an old alarm system...

been looking at some wiring diagrams, looks to be OE, related to the automatic shoulder seatbelt control unit (US sedan only), oh well back to the drawing board, thanks to all
