Default torque on front sway bar bushings

on my rex i just replaced the sway bushings and in the service manual it says to torque them to 16ft/lbs, fine, but as im doing this im noticing that although the bushings are all seated properly it seems as if it is going to crush them before i even reach the torque spec. anyone have any similar situation with this or what i can do. i just dont want to mess up the new bushings and all. and its the first time ive messed with them ever. any help would be great

Uhh, its supposed to be a tight/snug fit
