Default Problems with wiring

I have a 89 si civic and the other day i was driving and it lost power. When i was driving it just shut off and it had no power to any thing. On the cluster gauge there were some lights turned on. When the key is off the cigarettes lighter works But when key is on position it shuts off i dont know what is wrong. THere is some kinda buzzing noise when
the hazzard lights are turned to the on position but they dont come on. Battery is good.
It will crank when the ecu fuse it taken out but when put in it wouldn't.

Check to make sure your battery connects are on tight... that's the first thing. Second, check your ignitor coil inside the Distributor, and finally, check to make sure that all of your grounding wires are connected and clean. After that, you may have to go further into your wiring, but one of those things should be the culprit.

Well, a Code 20 is the electrical load detector.... I've heard from various people that you would need to replace then entire underhood fuse box, but that sounds slightly insane. Check all of your fuses and wire connections in there and near there. Also, what kind of engine do you have?
